WASER Council. Sixth Note (Giampaolo Di Silvio, President for WASER)
2016-09-09

Dear friends and colleagues,
The present Sixth Note to the WASER Council members is probably the last one before our conclusive meetings at the 13th ISRS in Stuttgart next September.  This Note follows up the final approval (dated 22/06/2016) of the Venue of the 14th ISRS and the provisional approval of the Venue of the 15th ISRS . In the preceding Fifth Note (dated 21/03/2016), other deliberations - regarding the award of the Honorary Membership  and of the IJSR Best Papers Prize - were announced  as due soon and should now urgently be taken, as indicated below. Finally, some information will be given on more recent events.

1) HONORARY MEMBERSHIP.
After a thorough analysis, the WASER Nomination Committee (obviosly without the interested  person) has unanimously proposed Ted Yang as the only Honorary Member to be designated by the Council.  I will send by a separate email a Statement supporting the proposal.

2) IJSR BEST PAPERS PRIZE
The Selection Committee, formed by 15 reputed scientists in sediment research, has selected the three best papers published in the IJSR during the years 2013-2015. The selection procedure, the Committee composition and the details of the three selected articles can be found in the excellent  Report compiled by Prof.Hongwei Fang, the current Editor in Chief of the IJSR, that I will send as an attachment by a separate email.

3) STATUTES AMENDMENT
The Editor in Chief of the IJSR may provide an important contribution to the activities of the Council. On the other hand, it is seldom possible to guarantee his continuous presence in the Council either as an elected or as a co-opted member. I therefore propose the following addition amendment to the Statutes - seconded by both the past President and the candidate President of WASER - to be inserted in Paragraph 8.6.
"...co-opted by the elected members. In addition the current Editor in Chief of the International Journal of Sediment Research  (IJSR) is an 'ex-officio' member of the Council with the same status as the elected and co-opted members...".

4) ELECTION OF NEW COUNCIL 2016-2019
The Nomination Committee has terminated its job and has compiled the slate of 12 candidates  for the position of President, vice-Presidents  and ordinary Council members. The electoral process  has been recently initiated by the WASER Secretariat.

5) NEW SECRETARY GENERAL
The Secretary General is a member of the Council, but - according to the Statutes - is nominated by IRTCES. From the next term 2016-2019 the new WASER Secretary General will be Prof.LIU Guangquan, vice-Director of IRTCES. While I cordially welcome Prof.Liu, I wish to express, on behalf of the Council, my warm appreciation to Prof.Hu Chunhong who has offered to the Association for so many years his valuable stewardship as Secretary General.

I kindly invite the Council members to express their opinion on the above-mentioned points - even separately - at their earliest convenience.

With reference to points 1) and 2), in particular, please take into account the need to prepare in due time the certificates and allow the awardees to possibly participate in the awarding ceremony. Therefore I would consider tacitly approved these proposals if no objection is made before August 1st, 2016.

With reference to point 3), please send your comments - if any - before August 15th.

Looking forward to seeing you soon in Stuttgart, with my best regards,
Giampaolo Di Silvio
