The meeting was opened by Prof ZY Wang (IRTCES, Tsinghua Univers
ity ), with a welcome speech by Prof. Gao Jizhang, Director of IRTCES, and also Director of China Institue of Water Resources and Hydropower Research (IHWR), Beijing . Dr. B Lin, former Director of IRTCES reported on the invitation of WASER council members.
The Council discussed the draft statutes of WASER and after minor changes it was approved by the Council. The Council will consist of a president and two vice-presidents, with a total number of nineteen council members.
The Council elected Prof Des Walling (UK) as the first president of WASER, with vice-presidents Prof Giampaolo di Silvio (Italy) and Prof C.Ted Yang (USA). The secretary-general elected was Prof.Wang Zhaoyin (China ).
The agenda of the inaugural ceremony and the first official assembly of WASER to be held during the 9 th ISRS in Yichang 2004 were discussed.
It was decided that the second meeting of WASER will be in Moscow , Russia in August 2007. Prof R.S. Chalov ( Russia ) provided background information of the planning of the meeting.
The International Journal of Sediment Research will become the official journal of WASER.
Prof. John Gray (USA) proposed three existing projects which could be incorporated by WASER. He was asked to make a formal proposal to the council of one or more of the projects which all seemed very relevant.
